It’s not always easy to figure out where you must register. The general rule is that you register everywhere you solicit. It’s solicitations that trigger registration, not how much is raised. If you send solicitations to residents of Arizona and never get any gifts from that state, you would register there because you solicited there. Most states have exemptions to varying degrees, while some states have no exemptions. Some of those with exemptions include exemptions based on gross fundraising revenue (from all states and sources) while very few offer exemptions based on fundraising revenue in their states. Arizona is among those that offers no exemption for fundraising revenue, how ever it’s defined.
Exemptions are so important that the book I wrote on Charity Registration has verbatim exemption wording to help you figure out what’s what in each state.

I looked through your slides and can’t quite figure out if a charter school registered as a nonprofit is required to do charity registration in order to have the students’ grandparents in different states donate. The total amount of our fundraising activities, both in- and out-of-state (CO) are generally less than around $30,000/year. Most of that comes from within Colorado. Can you possibly tell me if we are required to register in such places as AZ when we have between $500 and $1,500 donated by grandparents from out-of-state?
